I see this issue as one of right & wrong; not Black / White, or Rich / Poor. The fact remains that the government is responsible for providing the resources of the country to all of its citizens in a fair way. The 'top down' method appears to be the way thing were done for a very long time, the choice to change to 'bottom up' (actually rolling) at least gives the apparence of fairness.At a minimum the Have's get to experience some of the pain the Have Not's have dealt with for years.
